These per-message rates are for users in India, effective 1 October 2026. Utility messages are chargeable even when sent inside the 24-hour customer service window.
Your actual cost per message depends on the country your users are in. Every country has its own WhatsApp rate. See the full country-wise rates here:
View country-wise rates →Service messages are the free-form replies you send inside the 24-hour customer service window: live chat replies, chatbot replies and AI Agent replies.
From 1 October 2026, every WhatsApp Business number gets 1,000 free service messages each month (resets on the 1st; unused messages do not carry over). After that, each service message costs ₹0.1150 for Indian users.
Replies inside the 72-hour free entry point window from Click-to-WhatsApp ads stay free.
User-initiated messages
When a user messages you, a 24-hour customer service window opens. Free-form replies inside it - live chat, chatbot and AI Agent replies - are service messages: the first 1,000 each month are free, then each one is charged. Utility templates sent inside the window are charged too.
Business-initiated messages
To reach a user outside the 24-hour window, you send an approved template - marketing, utility or authentication. Each delivered template is charged at its category's rate. Replies within 72 hours of a Click-to-WhatsApp ad stay free.

What our customers say
Bot Listener helps businesses answer faster, automate the routine, and turn conversations into revenue.
Three of us used to answer the same customer without knowing it. That stopped on day one.
“Labels and internal notes do most of the work. I can see who picked up a chat and what was already promised, without scrolling the whole thread.”
The AI agent answers from our own product sheets, so it stopped making things up.
When it genuinely does not know, it hands over with the full history instead of leaving the customer going in circles. That was the deciding factor for us.
A broadcast paused itself when our balance ran low and picked up from exactly where it stopped.
We found out mid-campaign during a festive sale. Topped up, it resumed, and not one customer got the same message twice. I was expecting to spend the evening cleaning up.
I can finally tell my founder which ad actually produced the sale.
Click-to-WhatsApp attribution with conversions going back to Meta means we stopped arguing about spend and started cutting the campaigns that were not working.
